Because @angular-devkit/architect uses a 0.x versioning scheme (0.2102.x for Angular 21.2 vs. 0.2201.x for Angular 22.1), npm semver treats 0.2102.x -> 0.2201.x as a minor bump. Add ignore rules for @angular-devkit/architect versions on the Angular 22 line (>= 0.2200.0) under both root and test-app npm ecosystem blocks in .github/dependabot.yml as a preventative guardrail while pinned to Angular 21.
Add ignore rules for @angular/*, @angular-devkit/*, @angular-eslint/*, @gsa-sam/*, angular-eslint, ng-packagr, ngx-markdown versions >= 22.0.0, and typescript >= 6.0.0 under both root and test-app npm ecosystem blocks in .github/dependabot.yml to prevent Dependabot from creating major upgrade PRs while the repository is pinned to Angular 21.

.github/dependabot.ymlspecifiescooldown.semver-major-days: 60, once Angular 22 passed the 60-day threshold, Dependabot opens individual major version bump PRs. These fail CI because the repository is pinned to the Angular 21 toolchain.These ignore rules instruct Dependabot to suppress automated bumps to Angular 22 and TypeScript 6+ while still allowing legitimate patch/minor updates on the Angular 21 line.
