Run the REUSE check on pull requests - #131

The reuse check is required by branch protection on main but only ran on push, so pull requests from forks never got it and stayed blocked. Trigger it the same way as check.yml. Branch protection on
mainrequires thereusecheck, but.github/workflows/test.ymlonly ran onpush. A pull request from a fork never triggers a push in this repository, soreusenever reported and the PR stayed blocked (for example #130).The workflow now uses the same triggers as
