feat: add deploy and evaluation endpoints - #15

- Add POST /prompts/{id}/deploy for environment-based deployment
- Add POST /prompts/{id}/eval for running evaluations
- Add GET /prompts/{id}/eval/{eval_id} for retrieving results
- Update JS and Python SDKs with new methods
- Bump versions: spec 1.1.0, JS SDK 1.3.0, Python SDK 1.1.0
