Incident

v0.2.7-codexrip.3 (#193) was deployed at 19:04 CST. The release re-signs every bundled plugin (source revision + tested host version), so it shipped seven 0.2.8 packages whose bytes differ from the installed 0.2.8 packages. bootstrapBundle refused with an immutable plugin version cannot contain different packages, the plugin manager started in degraded state, no plugin runs, and a real gateway request now fails with HTTP 503 system_prompt_unavailable (prompt-skills down). No user traffic has arrived since 14:46 CST, so no user request has failed yet.

A rollback to .2 was refused before any mutation by the updater's data-contract gate (stage=data-rollback-policy), so the fix goes forward.

Change

Bump the seven bundled plugins (manifest.source.json version and cmd/plugin/main.go) from 0.2.8 to 0.2.9. No plugin code changes; requires.sub2api stays >=0.2.7-codexrip.2 <0.2.8. One doc line records the rule that every host release needs a new immutable plugin version.

Tests

None added; the required CI checks (including the candidate image that verifies the bundle) cover packaging.

The host re-signs every bundled package per release (source revision and
tested host version), so v0.2.7-codexrip.3 shipped seven 0.2.8 packages
whose bytes differ from the installed 0.2.8 ones. bootstrapBundle refused
("an immutable plugin version cannot contain different packages"), the
plugin manager started degraded, no plugin ran, and gateway requests
failed with system_prompt_unavailable. A new immutable version lets the
bundled packages replace the installed ones.
