Summary

Integrate the frozen Codex quality diagnostics (A-only commit f7017e3e297c17307c3fddf834833a170fc25755, branch fix/codex-quality-root, Codex task 01a0ce4c) onto the v0.2.8 host for the v0.2.8-codexrip.2 baseline release.

A adds a bounded, account-pinned, administrator-owned diagnostics entry: /api/v1/admin/accounts/:id/codex-quality-runs. It has a persistent budget capped at 60 sends, raw upstream observation, and isolation from ordinary health, recovery and proxy-circuit writes. It carries no B/C protocol or identity fixes, so the diagnostics can record a pre-fix baseline on the same host that later measures the fixes. Details: .downstream/codex-quality-diagnostics.md.

Integration

  • Merge commit 0df1b5881 (parents: v0.2.8 PR head 137f0d891 and A). One conflict: the stream read error path keeps the v0.2.8 upstream error classification and passes the context A added to recordOpenAIProxyStreamDisconnect.
  • 180ea4a41: the seven bundled plugins move to 0.2.11, because every host release re-signs them. The host range stays >=0.2.7-codexrip.2 <0.2.9.
  • 75863b72d: syncs main (071f25cb5, the v0.2.8 merge); the tree is unchanged.
  • Land this PR as a merge commit so A's commit stays in main history, because the later B/C integration is based on it.

Validation

  • Local (single process): go build ./...; go vet -tags=unit on the service, handler, routes and repository packages; the CodexQuality|ProxyStream|CodexRouting service tests pass.
  • The Codex task reported 9/9 TestCodexQuality tests and the related package builds as green on its own tree.
  • Normal required PR CI runs the full candidate.
  • No real model requests were made. Baseline generations are run only by the Codex task, after this release is deployed and recorded.

Release boundary

Merge only after v0.2.8-codexrip.1 is deployed and verified. Then tag v0.2.8-codexrip.2, run one Downstream Release and do one approval-gated deploy-preserve. B/C stay out until the Codex task provides the final second-stage SHA.

Integrate the frozen A-only commit f7017e3 (fix/codex-quality-root) for the
v0.2.8-codexrip.2 baseline release: bounded, account-pinned diagnostics with
a persistent budget, raw observation and isolation from ordinary health
writes. It carries no B/C protocol or identity changes.

The only conflict: the stream read error path keeps the v0.2.8 upstream
error classification and passes the context A added to the proxy stream
disconnect recorder.

Each host release re-signs the bundled packages, so the diagnostics release
needs a new immutable plugin version. The host range stays
>=0.2.7-codexrip.2 <0.2.9.

Keeps the diagnostics integration up to date with main; the tree is unchanged.

Check the deferred request-body Close and express the model-character
allowlist as continue-or-return. Behavior is unchanged; the same form is
used in the Codex task second-stage tree to keep later merges clean.
