恢复 ranxi v2.10.3（fd1b5ee4）的非轮换借用契约：业务 STATE 重新参与资格缓存，目标拒绝仅记录具体原因并冷却，不再强制换票重试。来源候选按来源保存；探针使用原版固定正文和共享 HTTP 上游策略，真实业务保留实际模型、档位、STATE 与历史。Astra 对照原版，Sol 为独立验证的下游扩展。
保留合并等待、调用者取消隔离、账号两轮串行、配置及身份策略变更取消、观察模式和严格发送保护。状态页新增按需获取阶段、触发原因及冷却信息，并说明过期由下一次业务请求自动获取；没有续期定时器或普通路径回退。
固定版本差异与下游适配见
.downstream/upstream-review-ranxi-v2.10.3.md。已整合的官方 v0.2.15 及模型目录改进直接复用，排除 BPS/Excel、Worker、2FA、自动分组和出口轮换。鹈鹕后台与工作台另行提交。验证：针对性 Go unit 回归已通过，覆盖原版探针正文/会话头、STATE 和模型缓存隔离、候选寿命、无换票重试、冷却恢复、过期按需获取、取消、部分成功和阻断计数；状态页面 11 项测试通过，改动前端文件 ESLint 通过。生产仍为 v0.2.15-codexrip.12；本 PR 尚未完成真实借用及跨租期验收，不将源码对齐表述为线上成功。
