Purpose
Preserve the existing untracked planning notes unchanged before the requested Fleet repository cleanup. This PR archives prior analysis; it does not implement or close the issues discussed in those notes.
The notes are historical working records. References to current behavior, verification, or proposed decisions describe their original context and are not fresh evidence or authorization. Canonical repository documentation and current issue decisions retain authority.
Validation
All three added Markdown files received a scoped Athena change-review for archival preservation. No blocking source finding or credential was identified. No runtime behavior changes. Historical assertions were not revalidated. Full local CI and Athena PR review remain pending; this PR is a draft and must not merge until those gates pass.
