feat: add a PR delivery list and maintainer merge - #39

Show iterate jobs with open PRs on the repository page, with review score, cost, age and a maintainer merge that re-checks the tip and updates the work item. Track PR state from Webhooks and suggest auto-merge when PRs pile up.
