chore(desktop): bump 0.5.0 + release runbook & wrapper - #261

- Bump version to 0.5.0 (tauri.conf.json, Cargo.toml, Cargo.lock). - Add desktop/RELEASE.md: the full release runbook (app vs VM-image artifacts, signing/OAuth prerequisites, step-by-step, gotchas) — previously this lived only in the publish scripts' header comments. - Add desktop/scripts/release.sh: one-shot wrapper (optional bump -> build resources -> signed cargo tauri build -> preflight + publish) that sources signing/OAuth secrets from a gitignored env file and fails loud if unsigned. - Fix publish-vm-image.sh: pass --latest=false so a VM-image release can't become the repo's "latest" and shadow the app release the updater polls (the recurring latest.json "Not Found" footgun).
