chore(packaging): clean project metadata and duplicate dependencies

Summary

This PR cleans up the root pyproject.toml by correcting project metadata and removing redundant dependency declarations.

The changes are intentionally small and focused, improving packaging maintainability without modifying application behavior, benchmark logic, or dependency resolution.

Changes Made

1. Update project description

• Replaced the placeholder Add your description here with:
  MCP tool servers and AI agent runners for industrial asset operations benchmarking

• Provides a more accurate description of the package and its purpose.

2. Remove duplicate SciPy dependency

• Removed the redundant scipy>=1.10.0 declaration.

• Retained the existing requirement without changing its version constraint.

3. Consolidate sktime dependencies

• Removed the weaker sktime>=0.30 declaration.

• Retained sktime>=1.0.1, which was already the effective minimum requirement.

• Preserved the explanatory comment regarding its use in run_recipe and the model catalog.

Impact on Benchmarking

• No changes to benchmark scoring, evaluation logic, scenarios, or agent behavior.

• No changes to effective dependency requirements.

• No changes to the resolved dependency versions.

• No changes to uv.lock.

Scope: One file modified (pyproject.toml), with 2 insertions and 4 deletions.

Testing & Validation

• The TSFM test suite was attempted but exceeded the available execution time. A complete TSFM test pass is therefore not claimed.

• The full non-integration suite was not rerun to completion. A previous run was interrupted with exit code 137 in the constrained environment.

• Dependency resolution completed successfully without regenerating or modifying the lockfile.

Related Work

Existing PR #331 separately addresses adding Ruff to development dependencies. This contribution intentionally avoids overlapping with that work.
