Context
When running the 2 options, they both have different parameters and some are present for only side.
e.g. If I want to exclude files and use secrets baseline, I can only exclude files with detect-secrets api (--exclude-files) and only use baseline with the detect-secrets-hook (--baseline).
Success criteria
My use case if for the example I gave, so please inform if there's a way to do it.
But also I expect the apis will be the same for each other as much as possible.
