Updated Programming Language in pyproject.toml from python:: 3 to python :: 3.13
newer Ubuntu versions (like Ubuntu 24.04 or 26.04) no longer have Python 3.8 pre-installed or supported thats why CI was Failing . updated python version>=3.9 in .github/workflows/ci.yml
The CI failure on the Python 3.8 matrix job (Error: The version '3.8' with architecture 'x64' was not found for Ubuntu...) is due to the runner image no longer bundling EOL Python 3.8 in actions/setup-python. The canceled runs were aborted by GitHub's fail-fast setting. The underlying code changes in this PR do not affect this environment issue.
