允许将白板中灵动通知的位置改到白板工具栏上

需求动机 | Motivation

• 确保消息不会被其他常驻于屏幕顶上的程序（如 ClassIsland）遮挡。
• 确保老师不会因距离屏幕过近，视线范围内不方便看到屏幕顶端 / 屏幕顶端被教室灯光直射无法看清而忽略重要的通知。
