`cape submission new` replaced every `<string>` in the metadata template with the compiler name, so 85 submissions record `flags: ["<Compiler>"]` and 88 record `optimization_level: "<Compiler>"`. Neither is a real setting. Set those flags to `[]` and remove those optimization levels; compiler options set in source are covered by the pinned source. Fix the scaffold so new submissions start with empty flags, no optimization level, and the compiler version in `compiler.version` (it used to get the compiler name too).

cape submission newreplaced every<string>in the metadata template with the compiler name. As a result, 85 submissions recordflags: ["Plinth"],["Scalus"],["Aiken"]or["Plutarch"], and 88 record the compiler name asoptimization_level. Neither value is a real compiler setting. This PR sets those flags to[]and removes thoseoptimization_levelfields. The submission guide now says that options set in source are covered by the pinned source, and no script reads either field. The scaffold now fills only
compiler.nameandcompiler.version, and starts with emptyflagsand nooptimization_level. Before this change, compiler.versionalso received the compiler name.
