pr.sh: refuse when main has no required checks - #16

Without a ruleset requiring checks, 'gh pr merge --auto' merges at once, before any check ran (studio's onboarding pull request merged untested this way). merge and release now refuse before pushing anything.

gh pr merge --automerges at once, untested.pr.sh mergeandreleasenow checkrepos/{owner}/{repo}/rules/branches/mainfor a required_status_checks rule and refuse before pushing. Tests with the stub, mutation-checked; the query verified against real repositories.
