Opened by just merge. Merged automatically once the required checks pass; the merge releases nothing.

…clusion

trivy skips a Helm chart it cannot load (a dependency missing from
charts/, a required value without a default) with only a warning, which
--quiet hid: the config scan reported such charts clean, subcharts
included. scripts/trivy-config.sh runs the scan without --quiet and
fails on "Skipping chart".

New inputs: config-setup-recipe + config-tools prepare the scan (e.g.
helm dependency build); semgrep-exclude-rules skips a rule that cannot
apply to a repository.

The report now drops results suppressed in the source: semgrep keeps
`nosemgrep` results in its SARIF, so the documented exception counted
as a finding. The release template marks secrets-inherit for semgrep too.

Self-test: a chart with an uncommitted dependency must fail the scan,
and with config-setup-recipe its planted privileged container must be
reported.
