refactor: remove dead runtime/domain compatibility state (C2) #440
Description
C2 cleanup following the settled #413 Dev MCP boundary.
Scope:
- remove production WorkResumeStore initialization and unused server plumbing;
- remove dead process/Codex Goal
coreMutationfields, getters, writer inspection, replay comparisons, and superseded tests; - preserve generic process replay/lifecycle behavior;
- preserve existing DB schema/migrations and historical persisted-state compatibility artifacts.
Explicit exclusions:
- no C3 public protocol/schema cleanup beyond deleting now-unused internal plumbing;
- no C4 Carrier/ControlPlane authority changes;
- no DB migration/history deletion or reinterpretation;
- no new abstraction/framework.
Completion requires focused process/Codex/server regressions, typecheck/build, exact-main integration evidence, and runtime closeout if main is merged/deployed.
Derived from the remaining cleanup gate under #413.

C2 source integration completed; Issue closeout remains open for runtime evidence.
Current-main successor PR #449 had exact head 29d4785, 14/14 GitHub checks including Core PASS, and independent reviewer PASS_FOR_REVIEW. Merged as 0706f3b; later current main a3103fa contains this C2 change plus #399. The protected src/work-resume-integration.test.ts now verifies DIRECT write and physical path containment, so deletion_policy stayed FORBID and temporary governance PR #443 was retired without policy weakening.
Live Dev M5 runtime still b6cd329, not the merged main. Do not claim deployed/close until canonical activation and live current-release/identity readback satisfy runtime closeout. Old PR #441 was closed as superseded, no double merge.
