Governance: bounded deletion window for C2 cleanup #442
Description
Goal
Allow C2 Issue #440 / PR #441 to delete the retired src/work-resume-integration.test.ts without permanently weakening DevSpace completion policy.
Current blocker
PR #441 exact-head Core verification fails closed only with:
FORBIDDEN_DELETION: src/work-resume-integration.test.ts
The C2 Candidate otherwise preserves DB schema/migrations, WorkResumeStore implementation/history, Carrier/ControlPlane semantics, and C3/C4 scope.
Bounded transition
- Governance PR changes only
.nexus-core/config.tomlfromFORBIDtoALLOW. - Rebind/update PR refactor: remove dead runtime/domain compatibility state (C2) #441 onto that exact main and rerun normal Core + CI verification.
- Merge refactor: remove dead runtime/domain compatibility state (C2) #441 only after exact-head required checks pass.
- Governance restore PR immediately returns
deletion_policy = "FORBID". - Final readback proves main/ruleset/runtime convergence.
Non-goals
- no permanent deletion-policy relaxation;
- no Core workflow redesign;
- no change to verifier commands, allowed paths, routing, merge/release authority, runtime behavior, or Carrier/ControlPlane semantics;
- no use of the temporary window for unrelated deletions.
Completion condition
Final main contains C2 and .nexus-core/config.toml is restored to deletion_policy = "FORBID".

0706f3ba).git merge-base --is-ancestor 0706f3ba origin/mainholds on maine1caddf(2026-10-16).src/work-resume-integration.test.tswas kept and repurposed. It now verifies DIRECT write and physical path containment, and it runs innpm test. No deletion was needed..nexus-core/config.tomlon main still hasdeletion_policy = "FORBID". The temporary governance PR governance: open bounded C2 deletion window #443 was retired, and refactor: remove dead runtime/domain compatibility state (C2) #441 was closed as superseded (see refactor: remove dead runtime/domain compatibility state (C2) #440 and the refactor: remove dead runtime/domain compatibility state (C2) #441 comments).No policy was relaxed. Any future deletion should open its own bounded governance Issue: an owner-approved deletion window or a signed deletions manifest.
