ci(core): derive the Issue evidence universe from trusted config (no marker needed) #518
Description
Goal
Stop requiring the NEXUS_CORE_EVIDENCE_UNIVERSE marker on Issues, the same way Nexus-new did in Nexus-new#2033 (main 16f8161). Owner-approved in chat on 2026-10-14. Example of the friction: nexus-runtime#202 needed the marker added before the gate passed, which cost a CI round.
Change
In .github/workflows/nexus-core-issue-completion.yml, move the issue-gate, the receipt-verify and both nexus-certify-ref pins from nexus-core 8fd754860 to 3f3dc38de7120b66f25eb246d22ef29d5d5971d9 (current nexus-core main, the pin Nexus-new runs). Then set the issue-gate input evidence-universe: trusted-config. After this, Core derives the evidence universe from the trusted base config. An open Issue and the PR-body NEXUS_CORE_ISSUE marker are still required. NEXUS_CORE_MATERIAL_TRANSITION is unchanged.
Note
This Issue still carries the marker because this PR runs under the base (old) workflow.

已由 #519 完成（2026-10-14 合併）。核對 main 的 .github/workflows/nexus-core-issue-completion.yml：issue-gate、receipt-verify 與兩個 nexus-certify-ref 都在 nexus-core 3f3dc38de7120b66f25eb246d22ef29d5d5971d9，issue-gate 帶 evidence-universe: trusted-config。PR 標題用 (#518) 而非 Closes，所以沒自動關。後續（Core 覆蓋摘要的新 pin、fork PR 的 verify 跳過問題 nexus-core#265）另開 PR。— bundle-Core
