fix(client): shrink test and dev default reps

Summary

The client registry for test and dev no longer seeds four default representatives. Operators and SDKs that bootstrap from Network::config now target the live topology.

• Network::Test seeds two default representatives.
• Network::Dev seeds one seed-derived representative.

Overview
Default representative lists in Network::config no longer assume four endpoints on test and dev.

Test registry now ships two keyed representatives (two keys removed from TEST_REPS). Dev derives one seed-based rep at index 1 instead of looping indices 1–4. Main and staging stay at four reps.

Docs example and unit tests now assert per-network rep counts (main/staging 4, test 2, dev 1) instead of requiring four everywhere.
