Create a PoC with the latest Nillion libraries

• Create a new folder called nillion_poc_v3 at the repo root and initialize a new Next.js single page Web app
• Add the ability to generate or import a new user key
• Add the ability to upload a 23andMe file in the app
• Partition the data from uploaded files by chromosome and store them on Nillion Private Storage
• Add the ability to input an RSID and get its genotype from Private Storage
