Closes #1219.

Replaces email-based project invites with a user search form, similar to the MuckRock Accounts org invite form. Users can be found by a partial name/username match or an exact match on any of their verified email addresses.

This PR depends on both MuckRock/squarelet#895 and MuckRock/documentcloud#523. I'm opening it as a draft until those are merged. To test locally, Squarelet's CORS_ORIGIN_WHITELIST env var must include https://www.dev.documentcloud.org, and the production CORS whitelist may need to be updated too.
