Release 5 follow-up: decided grant losses for startsmall-grants and guardian-us - #892

startsmall-grants is a flat 75-request comp that maps to Organization's 50, and guardian-us holds 200 seats on a comped flexible plan; both become plain Organization comps, decided 2026-10-27. The grant check refused them, since decided changes had to be gains. DECIDED_GRANT_LOSSES (by plan) and DECIDED_ORGANIZATION_LOSSES (by organization) let exactly these through, printing before and after; any other loss is still refused.
