Temporary end-to-end review of the Algorithm Catalog → Disasters Portal PR automation.

Adds one request file (Hurricane Isaias October 2026, with page content and a mix of products, including one 'no algorithm yet' OPERA DSWx product) so that algorithm-catalog-portal-pr.yml generates a portal page PR. The generated page is then compared against the portal's existing event pages.

Do not merge. This PR and the portal PR it creates will be closed, and both branches deleted, once the review is done.

End-to-end review complete; closing as planned (not merged).

Result: PASS. The request triggered run 39608339270 (all steps green) and opened Disasters-Learning-Portal/disasters-portal#660 (event__hurricane-isaias-oct-2026.ts plus the index.ts entry). Its lint, typecheck, build and Amplify preview all passed. The rendered page matches the template's structure and the catalog's live preview: masthead, sidebar, U.S.-government link, Overview with curly quotes, and 6 gallery cards including OPERA DSWx. It also appears in the News, Events & Stories listing. Cosmetic observations only, reported separately. The portal PR was closed and its branch deleted.
