Support GGML_BACKEND_DL and GGML_CPU_ALL_VARIANTS using ggml's existing runtime dispatch. Link through ggml, discover CPU devices and functions through its registry, and load plugins before device enumeration.

Follow the pinned ggml installation rules: install plugins beside executables or in GGML_BACKEND_DIR. Preserve the Vulkan cache workaround and refresh the backend list when build options change. Add portable CPU build documentation and installation/relocation coverage.

Validation on Linux x86_64:

  • CPU TTS linked and plugin builds: 7/7 CTest tests each.
  • Custom install directory, variant-option toggling, and CPU variant graph execution pass; license-header and whitespace checks pass.
  • Earlier CPU ASR validation: 11/11 tests in linked and all-variant builds.

GPU backends, Windows, and macOS remain untested. CUDA TTS still requires GGML_BACKEND_DL=OFF for its backend-specific optimized paths.

AI assistance: Codex assisted with implementation, review, documentation, and automated validation.

📝 Summary

Summary by CodeRabbit

  • New Features
    • CPU builds can include portable variants and load compatible backend plugins at runtime. CPU and GPU plugins can coexist, with a configurable directory for plugin discovery.
    • CUDA builds now enable CUDA Graphs by default.
  • Build & Installation
    • Installation includes ggml core libraries and available backends, placing backend plugins in the configured plugin or library directory.
  • Documentation
    • Added guidance for portable CPU builds, plugin placement, and CUDA TTS configurations.

The build configures and installs available ggml backends, including dynamically loaded plugins. The runtime loads registered backends and obtains CPU device buffer types. MagpieTTS and NanoCodec use shared CPU-backend utilities.

Changes: ggml backend loading

Layer / File(s) Summary
Configure and install backends
CMakeLists.txt, src/runtime/ggml/CMakeLists.txt, docs/build.md, tests/install/sdk_consumer_test.py
CMake recalculates available backends and installs ggml, ggml-base, and backend targets in configured directories. CUDA builds require CUDAToolkit and enable CUDA Graphs by default. The documentation and SDK test cover dynamic plugin configuration and installed backend discovery.
Load and discover backends
src/common/ggml_backend_utils.h, src/runtime/ggml/backend.cpp, tests/cpp/common/test_shared_utilities.cpp
The runtime loads registered backends once when dynamic loading is enabled and gets the CPU buffer type from the CPU device. Shared utilities identify CPU backends and set CPU thread counts when the registry provides the setter. The test checks CPU backend discovery and its buffer type.
Use shared CPU-backend utilities
src/tts/magpietts/lt.cpp, src/tts/magpietts/model.cpp, src/tts/magpietts/model.h, src/tts/nanocodec/model.cpp
MagpieTTS and NanoCodec use shared helpers for CPU-backend checks and thread configuration. NanoCodec also uses the CPU-backend predicate for CPU-specific weight preparation and accelerator detection.

[High impact] Refactors ggml backend linking and runtime loading.

Fix the remaining direct CPU call in the TTS test before merging.

Summary

This PR adds ggml runtime CPU dispatch and plugin installation support.

  • ggml backends can load as plugins and CPU variants can be chosen at runtime.
  • MagpieTTS and NanoCodec use the backend registry for CPU work.

Previous Windows installation finding: danhansen correctly disputed it, and Greptile conceded it. The configured library destination already applies to MODULE DLLs.

Preserve null-safe CPU detection and run the installed backend test from
the relocated prefix so relative GGML_BACKEND_DIR values resolve correctly.

Validation: CPU plugin TTS build and 3 targeted CTest tests pass with
GGML_BACKEND_DIR:PATH=plugins. Null-backend, null-device, and loaded-CPU
checks pass, as do license-header and whitespace checks.

P1 TTS test cannot link

With GGML_BACKEND_DL=ON and TTS tests enabled, test_nanocodec_decode_guard still calls ggml_backend_cpu_init() directly. Linking through ggml no longer links the CPU plugin into that executable, so the build fails at the link step.

Update the test to load the plugins and create its CPU backend through ggml_backend_init_by_type(), as the runtime now does.
