[None][fix] Enable NIXL LIBFABRIC and update EFA in container images - #19783
Container setup can remove bundled RDMA packages or lack the GDRCopy and hwloc development files needed to build NIXL's LIBFABRIC plugin. Clean SBSA Ubuntu builds also lack the pkg-config command, causing hwloc detection and Meson configuration to fail even when suitable hwloc development files are installed. An older system libfabric can be selected at runtime, causing FABRIC_1.7 loader failures. Older NIXL and EFA releases also lack fixes needed by the CUDA VMM path used by KV cache V2.
EFA Installer 1.51.0 supports --build-ngc only on Ubuntu. On other distributions it falls back to standard installation, which may change system RDMA dependencies. These container builds therefore skip EFA installation on non-Ubuntu images. Rocky Linux 8 is used for wheel compilation and does not need EFA runtime provisioning in this change.
Solution
Preserve bundled RDMA packages. Install the official EFA Installer 1.51.0 userspace libraries only on Ubuntu using --build-ngc --skip-mpi --skip-rdma-core, retaining existing MPI and rdma-core packages and preferring /opt/amazon/efa/lib for runtime lookup. Skip EFA installation on non-Ubuntu images.
Explicitly install pkg-config in Ubuntu base setup before UCX and NIXL are built.
Install GDRCopy 2.5.1 userspace packages when absent. Reuse suitable hwloc development files, including HPC-X where available, or build and retain hwloc 2.12.2 under /usr/local. On Rocky, the system hwloc RPM remains installed while the loader prefers the new library, including for other consumers such as Open MPI.
Build NIXL 1.5.2 against temporary libfabric 1.21.0 libraries for ABI compatibility, then remove that build-only installation. Non-Ubuntu runtime environments must supply a compatible libfabric and provider separately. No downstream NIXL or libfabric source patch is included.
Discover the Python bindings directory from Meson's installation manifest and align the development dependency pin. Keep the NIXL UCX backend as the default; LIBFABRIC remains an explicit selection.
Document build dependencies and custom builds using LIBFABRIC_BUILD_PATH; configure runtime library/provider lookup separately. Link the Kubernetes rebuild step to that procedure and remove the obsolete Rocky EFA installation example.
Use the five staging CI images built from this PR for validation; image promotion remains a separate step.
Clean CI image builds succeeded at cff7955fc589e1020cbc526699383f7d27c3f4d1 for all five variants: NGC PyTorch x86_64 and SBSA, Rocky Linux 8 with Python 3.10 and 3.12, and non-NGC Ubuntu 24.04 SBSA with Python 3.12. The final BOLT profile overlays were published successfully.
Verified each staging tag's registry manifest digest against its push log, checked the target architecture, and confirmed that image metadata records the expected source SHA. CI image selection now points to those published tags.
The follow-up commit changes only CI image selection and documentation; container build scripts and dependency pins match the image-build revision.
Properties-file syntax, image-key mapping, SBSA-to-x86_64 tag substitution, the README rebuild link, applicable pre-commit hooks and DCO checks pass.
These results establish successful CI image construction and publication, not a successful overall pipeline or EFA runtime test. Release-image validation, full L0, and cross-node KV cache V2 inference over EFA remain pending.

Walkthrough
The Docker build now installs EFA userspace libraries and GDRCopy before NIXL. The NIXL installer builds libfabric and configures hwloc discovery, installs NIXL 1.5.2, and discovers its Python bindings path. The disaggregated guide documents these versions, runtime requirements, rebuild steps, and troubleshooting.

Summary
EFA and GDRCopy installation docker/Dockerfile.multi, docker/common/install_base.sh, docker/common/install_efa_installer.sh, docker/common/install_gdrcopy.sh
The devel image runs the EFA and GDRCopy installers before NIXL. The EFA installer skips non-Ubuntu systems; the GDRCopy installer supports the listed Ubuntu and Rocky Linux variants. The Ubuntu base package list no longer removes the specified verbs packages.
NIXL and libfabric build docker/common/install_nixl.sh, requirements-dev.txt
The installer builds libfabric v1.21.0 in a temporary workspace, discovers or builds hwloc, and passes the libfabric prefix to Meson. It discovers the installed NIXL Python bindings path. The NIXL pin changes to v1.5.2.
EFA and NIXL setup guidance examples/disaggregated/README.md
The guide covers runtime compatibility, hwloc and GDRCopy prerequisites, conditional EFA and NIXL installation, plugin configuration, and troubleshooting.
The image is mergeable with a documentation follow-up: Kubernetes users needing a NIXL rebuild must find the existing instructions themselves.

Explanation
The title names the two main changes: enabling the NIXL LIBFABRIC backend in container builds and updating EFA in container images. It follows the required [None][fix] format. The changeset matches it: the EFA installer, GDRCopy and hwloc setup, the NIXL 1.5.2 build, and the requirements pin all relate to these two aspects. The title does not mention the Ubuntu-only EFA scope or the pkg-config and hwloc dependency work, but those are secondary details.

Explanation
The description follows the repository template. It states the problem, the solution, and the validation status. It names the affected files and explains the Ubuntu-only EFA installation, the NIXL 1.5.2 build against temporary libfabric 1.21.0, the hwloc and GDRCopy handling, and the README and Kubernetes doc changes. It also states clearly which validation remains pending: release-image validation, full L0, and cross-node KV cache V2 inference over EFA. The Test Coverage section lists the image builds, digest checks, and pre-commit and DCO results. The template's Description and Test Coverage headings are present and filled in. The PR Checklist is marked as checked, but the author did not add the required API label or document test cases for the new code paths, so those items are not evidenced. The author also did not add a test for the new install scripts. These gaps are non-critical, so the check passes.

The configure stub succeeds without configuring libfabric. This test would still pass if the installer stopped requesting EFA, CUDA, or GDRCopy support. Assert --enable-efa, --with-cuda=/usr/local/cuda, --with-gdrcopy, and both -dlopen options in configure_args. These checks protect the build configuration that the test cannot execute. As per path instructions, “Flag assertions that would pass despite a plausible regression.”

Install GDRCopy 2.5.1 userspace packages when absent and reuse suitable
bundled or system hwloc development files. Build and retain hwloc 2.12.2
where needed, with explicit runtime precedence alongside Rocky's system
package.
Use the official EFA Installer on Rocky8 with existing container options,
exclude the temporary DKMS RPM, and select the lib64 runtime directory.
Preserve MPI and rdma-core while retaining the Ubuntu installation path.
Organize the NIXL installer into build phases, distinguish the temporary
libfabric ABI baseline from the runtime, and discover Python bindings via
Meson's installation manifest. Document the script-local custom build
prefix, runtime library lookup and build dependencies. Remove the installer
command-mocking tests.
The file tree is identical to the reviewed pre-squash branch. Existing
real installer build, import, plugin-loading and MPI initialization
checks remain applicable. Full image/L0 and cross-node EFA validation
remain pending.

Container setup can remove bundled RDMA packages or lack the GDRCopy and hwloc development files needed to build NIXL's LIBFABRIC plugin. Clean SBSA Ubuntu builds also lack the
