[None][chore] promote flashinfer-prims-ts source from #20209 - #21006
The vendor lock updates the flashinfer-prims-ts source URL and branch. The pinned commit, selected source path, destination, patch, and digests remain unchanged, so the update does not change runtime behavior or APIs. The promotion description reports source-materialization verification and a lock-only diff; test results are not provided.
QA Engineer Review
No test changes.
Per-File QA Perspective
3rdparty/vendor_sources.lock.yaml: This configuration change selects a different vendor repository URL and branch for flashinfer-prims-ts. Verify that vendor source resolution uses the intended branch; no application behavior change is expected.
Description
Promote the exact source revision reviewed in #20209.
Only the selected vendor lock URL/branch changes. The source SHA, selected vendor files, compatibility patch, and digests are unchanged.
Some source commits have no paired upstream PR. Their provenance records an explicit reason and refresh_policy: retain, including commits outside the lock-selected scope when applicable. A future refresh must retain these commits until an upstream pairing or equivalence is explicitly established.
Test Coverage
Source materialization and lock-only diff verified by the promotion tool. No new kernel behavior. The tool posts /bot skip --comment "skip CI since no code change" to request the bot's no-code-change CI path. Automatic GitHub checks and required reviews still apply.
PR Checklist
No runtime/API/dependency changes.
Immutable source pin and vendor content preserved.
Please check this after reviewing the above items as appropriate for this PR.
Required squash commit message
Preserve the following message, including the provenance block and DCO sign-off.
The source reference can proceed once the required vendor checks and CODEOWNER approval are confirmed; no change to vendored code is shown.

The vendored prims_ts tree (aa709061, promoted in NVIDIA#21006) calls the
QToken-KvBlock-Sparse metadata JIT module, which 0.6.18 does not ship;
0.7.2 is the first release that does. Its csrc predates FlashInfer NVIDIA#5351,
so the vendor patch gains three compatibility hunks: a 13-argument
metadata launch, head-aware locators disabled, and page-byte membership
masks for every profile. Drop them once the pin moves past NVIDIA#5351.
