[None][fix] Correct TPOT metric direction in perf sanity - #21197
Perf sanity treats mean, median, and P99 TPOT as metrics to maximize, so higher latency is reported as an improvement and calculated baselines use the high percentile. Stored baseline overrides retain their existing precedence; calculated baselines are not automatically persisted as overrides. Move all three statistics to MINIMIZE_METRICS and update the metric documentation. For example, a TPOT increase from 6.08 to 15.24 ms now reports diff=-150.66%.
This isolates the TPOT correction from #18741. The default throughput-based pass/fail gate remains unchanged; TPOT is diagnostic unless explicitly selected for regression gating. This PR contains no MPI or subprocess-environment changes and does not claim to resolve the throughput excursion associated with the original PR.
Test Coverage
Added 18 CPU-only cases covering all three TPOT statistics: slowdown/improvement delta signs, explicit TPOT gating versus the default gate, P5 selection from smoothed history, and post-merge upload behavior showing that calculated P95 values are not persisted as overrides. The existing unittest/others entry in l0_cpu.yml includes the new test file.
All 18 TPOT cases pass. The original 15 cases were also verified to fail against the original metric classification. The TPOT suite and existing history-floor suite pass together: 47 tests.
Ran the focused tests with project conftest and plugin loading disabled:
Applicable pre-commit checks passed. The unrelated openengine-bindings-check hook was excluded because its file patterns do not match this change; its pinned gRPC dependency otherwise builds from source on the local Python 3.15 host.
Standard CI L0_MergeRequest_PR #67111 completed successfully on b768a72266534c48bc6b34f387b3ea35e9d390bd. GitHub Actions pre-commit, API compatibility label, PR checks, and base-freshness checks also passed. This records the pipeline outcome; individual GPU test counts were not audited.
Dev Engineer Review
Mean, median, and P99 TPOT are now classified as lower-is-better metrics. This corrects TPOT delta direction while preserving stored d_baseline_* override precedence and avoiding automatic persistence of calculated baselines. TPOT remains outside the default REGRESSION_METRICS, so the throughput-based pass/fail gate is unchanged.
The author reports that 47 focused CPU tests and applicable pre-commit checks passed after an upstream refresh. GPU and integration validation remains pending.
QA Engineer Review
tests/unittest/others/test_perf_sanity_tpot.py adds three test functions covering TPOT reporting and gating, low-latency percentile baseline selection, and non-persistence of calculated baseline overrides. The unittest/others entry in tests/integration/test_lists/test-db/l0_cpu.yml includes the test directory; no manual-QA entry was identified. The author reports that the 18 TPOT cases passed as part of the 47 focused CPU tests. Coverage verdict: sufficient, with GPU and integration validation pending.
Per-File QA Perspective

Walkthrough
The performance harness now classifies mean, median, and P99 TPOT as lower-is-better metrics. Documentation describes TPOT baseline and gating behavior. New CPU-only tests check reported differences, regression gating, baseline calculations, and baseline persistence.

Moves mean, median, and P99 TPOT from MAXIMIZE_METRICS to MINIMIZE_METRICS. Documents that lower TPOT is better, that its baseline uses P5 of smoothed history unless a stored override exists, and that TPOT does not affect the default regression verdict.
Existing TPOT overrides may need review if they were set using the old metric direction. The default throughput gate is unchanged.

Approving — the comments below are optional touch-ups, not blockers.
The reclassification is correct, and keeping it out of REGRESSION_METRICS means the default gate can't change. One thing to check before merge: stored TPOT baselines. prepare_regressive_test_cases uses a stored d_baseline_* over a recomputed one (perf_regression_utils.py:397). add_baseline_fields_to_post_merge_data then copies that stored value onto every new post-merge record (perf_regression_utils.py:538-546). If any d_baseline_{mean,median,p99}_tpot were written under the old maximize semantics, they are high-percentile latencies. The corrected diff would then be measured against an inflated baseline, which hides slowdowns, and nothing would ever replace it. Please either confirm that no stored TPOT baselines exist in the perf index, or add the three TPOT metrics to a history-floor map dated at this change, the same way GEN_ONLY_METRIC_HISTORY_FLOORS_MS handles step time ([test_perf_sanity.py:377](https://github.com/NVIDIA/TensorRT-LLM/pull/21197/files#diff-0eef94d081fcbd27131bdaeea34591fe3f8b29205aaaeecaf24db1c239c45348R377)-388). The floor also keeps P5 from being computed over history recorded under the old classification.
Minor: the title uses [None] for a bug fix. If an NVBug exists for the inverted TPOT reporting, put it in the title.
Automatically added "ci: full pre-merge approved" because this PR has satisfied the required GitHub review approvals. Unresolved review conversations and other required checks remain independent merge requirements.
Pushed 84f2c4a to clarify stored baseline overrides, add post-merge baseline-persistence coverage, and document the test helpers. The 18 TPOT cases and 29 existing history-floor cases pass locally (47 total, isolated CPU run); applicable pre-commit checks also pass. I replied on the baseline thread with the code-path evidence and rationale for retaining valid historical measurements and existing override semantics.
For the title suggestion: #18741 was linked to NVBug 6706765's throughput excursion; this narrower PR corrects TPOT reporting and does not establish a fix for that excursion, so I am retaining [None].
CI build 66924 failed on the previous head. Its failure analysis attributes the failure to Slurm allocation 1370921 on nvl72d239-T09 (FAILED, exit 0:53), with missing pytest artifacts and a likely fail-fast abort of the x86 job. The result-upload log reports 4 passed / 0 failed / 0 skipped despite the pipeline failure. This supports an infrastructure retry rather than a TPOT code fix; it does not establish that the incomplete stages passed. Retrying standard CI on the new head.

filelock is a platform-independent file lock for Python. From 4.1.0 until 4.2.1, SoftFileLock versions from 4.1.0 can reuse a stale observation when an attacker pre-dates and removes its own marker, at least two lock-user processes are waiting, coarse or matching modification times preserve the observation, and an honest contender creates a fresh marker on the reused inode, causing that live marker to be removed as stale. This issue is fixed in version 4.2.1.
filelock is a platform-independent file lock for Python. From 3.20.4 until 4.2.1, ReadWriteLock let SQLite reopen the database and side files by name; on POSIX systems an attacker with rename access in a non-sticky parent can swap those names to cause overwrite or unlink operations, while a writable adjacent hot journal is additionally required for attacker-chosen content overwrites. This issue is fixed in version 4.2.1.
Pushed b768a72, including the upload-snapshot test fix in c639bba and a merge of current main (ba2dddf).
The previous retry did not reach Jenkins: Actions run 40805638510 stopped in Start ci job with L2 vulnerability scan check failed, matching the filelock report above. Upstream #21071 now excludes those vulnerable releases in both runtime requirements and the security-scan manifest; refreshing main picks up that fix without adding a dependency change to this PR's diff.
The diff against main remains the same three TPOT-related files, with the default throughput gate unchanged. All 47 focused CPU tests and applicable pre-commit checks pass after the refresh (using the isolated test invocation and hook exclusion documented in the PR description). GPU/integration validation remains pending. Requesting one standard CI run for this new head.
