The four native MPI ranks in the GPU lifecycle test can exceed the shared 120-second startup deadline before case-specific transfer or cancellation checks begin. Increase that bounded startup allowance and re-enable the four cases reported in NVBUG 7004364 and NVBUG 7011346.
Scope
test_transfer_lifecycle_gpu allows 600 seconds for startup and derives the outer pytest timeout as startup plus four transfer-timeout intervals, totaling 1080 seconds.
The 30-second phase gates, 120-second transfer deadlines, seven parameter cases, and lifecycle assertions are unchanged. This is a test-budget adjustment; it does not identify or fix the cause of initialization latency.
Waiver changes re-enable baseline, cancel_before_publication, cancel_late_aux, and cancel_late_kv; the three separate NVBUG 6902353 waivers remain.
Source head: 5f94a3e40dfc62270b6a31a21966470c057adb84, rebased onto main e0892ee7561f84343d8223a2b3ed0bde723b2c77.
Executed on four NVIDIA B200 GPUs with 96 allowed logical CPUs, Python 3.12, PyTorch 2.14.0a0+b2c75dd062.nv26.09, CUDA 13.4, NIXL 1.5.0, and driver 615.71.10. The candidate source uses the native wheel from CI 67130 / PR #20330, built at f6b302aa60a44569b319ded1d2769f6f184281ba with image tag 202610230003-19760. Direct Git-tree comparison confirms identical native sources, third-party sources, build scripts, packaging and dependency inputs; the only pyproject.toml difference is a Ruff exclusion. Archive checksum, wheel source metadata, candidate import paths/native hashes, and a clean tracked source tree were verified.

CPU startup regression
7 passed in the full native test environment
Four reported GPU cases, repeated on the candidate
40 passed: 10 per case, no required-case skips, failures or errors; nine direct batches plus one wrapper execution per case
Real test_unittests_v2 module wrapper with updated waivers
1 wrapper passed; inner 4 passed, plus only the 3 retained NVBUG 6902353 skips. 85.89 s pytest / 100.58 s process time, below the unchanged 3600 s outer limit
Changed-file hooks and commit/DCO hooks
Passed; GitHub pre-commit, DCO, freshness and PR metadata checks also passed
Original-budget controls on main e0892ee7561f
12 passed: 3 per case, using the same runtime with the original 120-second startup / 600-second outer budgets
Complete source review with required verification evidence
No actionable finding; final candidate and control source trees remained clean and test hashes unchanged
The four required parameters are baseline, cancel_before_publication, cancel_late_aux, and cancel_late_kv. The 40 candidate passes include the wrapper's four inner passes; the outer wrapper is counted separately. The three expected skips belong only to the unrelated NVBUG 6902353 cases.
All three original-budget control batches also passed. Rank spawned-to-ready intervals were 13.24–14.59 seconds across 160 candidate rank observations and 13.26–13.67 seconds across 48 control observations; these are lower bounds on supervisor launch-to-readiness. No original startup failure was reproduced in this environment. Historical CI CPU allocation/load were unavailable, so these results establish successful restored coverage and compatibility, not a measured causal improvement over the old budget.

From tests/unittest (JUnit, logs and rendezvous markers retained for every run):
The integration invocation selected test_unittests.py::test_unittests_v2 from tests/integration/defs, using a one-line test list containing unittest/disaggregated/test_transfer_lifecycle_gpu.py, the candidate's tests/integration/test_lists/waives.txt, and --timeout=3600 --timeout-method=thread.
pre-commit run --all-files with Python 3.12 passed all checks except an unrelated, pre-existing Ruff formatting issue in tensorrt_llm/_torch/pyexecutor/model_engine.py; that change is excluded. Lightweight mypy passed its 16 configured files. The initial dependency-installation attempt failed on a missing packaging backend before tests; installation with normal dependency build isolation succeeded.
Full CI:pipeline #67170, triggered with /bot run --disable-fail-fast at this head, completed UNSTABLE because the x86 multi-GPU stage was blocked by the missing ci: full pre-merge approved label. That label is added after the required PR approvals, or manually by an active NVIDIA/trt-llm-ci-approvers member. Re-trigger the same command after approval; no rebase or source fix is indicated by this gate. Targeted B200 verification above passed independently.
Historical motivation only: the original author reported 10 patched GPU passes on runtime 3b4eebcf020e621fe47d54c1f6bea2dcfeb6dd36, including successful worker startup intervals of 125.5 and 236.2 seconds. Those results are not counted as validation of this head.

Walkthrough
The GPU transfer lifecycle test now allows 600 seconds for worker startup. Its pytest timeout uses the startup deadline plus four transfer-timeout intervals. Four lifecycle cases are removed from the skip list. The documentation reflects the longer shared startup deadline.

Summary
Test timing and case enablement tests/unittest/disaggregated/test_transfer_lifecycle_gpu.py, tests/integration/test_lists/waives.txt, tests/unittest/disaggregated/lifecycle_acceptance.md
The worker startup deadline increases from 120 to 600 seconds. The pytest timeout uses _WORKER_TIMEOUT_S + 4 * _TIMEOUT_S. The skip-list entries for baseline, cancel_before_publication, cancel_late_aux, and cancel_late_kv are removed. The documentation states a 600-second shared startup deadline for workers and the supervisor.
The timing change appears consistent, but the outer timeout boundary still lacks direct regression coverage.

Explanation
The title names the main change, which is extending the GPU lifecycle test startup budget. It also carries the NVBugs ID and the [fix] type, which match the repository template. The changeset raises the startup deadline from 120 to 600 seconds and derives the pytest timeout from it, so the title matches the primary change.

test_supervisor_propagates_one_startup_deadline checks _WORKER_TIMEOUT_S but directly invokes the GPU test, so it does not exercise its pytest marker. Add an assertion that reads the timeout marker attached to qualification.test_transfer_lifecycle_gpu and checks its value is _WORKER_TIMEOUT_S + 4 * _TIMEOUT_S (1080). This catches marker drift, not only constant drift.

Allow 600 seconds for the four native MPI ranks to become ready and
increase the enclosing pytest timeout to 1080 seconds. Preserve the
phase gates, transfer deadlines, and lifecycle assertions.
Unwaive baseline, cancel_before_publication, cancel_late_aux, and
cancel_late_kv, covering NVBUGs 7004364 and 7011346. Keep the separate
6902353 waivers and synchronize the documented startup deadline.
This adjusts the test startup budget; it does not establish or fix the
underlying cause of slow initialization. Verification is recorded in
the pull request for the tested revision.
