The change prevents serve configuration helpers and launch paths from mutating caller-owned mappings. Helpers that produce updated mappings now return or yield them for callers to rebind. Launcher calls use keyword arguments. _pop_bool_config_option remains an intentional exception because callers rely on its key removal.
The main regression risk is a missed mapping rebind or a changed downstream argument. The new tests cover mapping preservation and selected downstream values. The PR objective reports 17 passing tests in the new test file with optional gRPC dependencies installed; this result was not independently verified. GPU end-to-end coverage remains for CI. No current independent review findings or severity counts were supplied.
QA Engineer Review
The PR adds tests/unittest/llmapi/test_serve_cli_no_mutation.py and lists it in tests/integration/test_lists/test-db/l0_cpu.yml. It modifies test_grpc_optional.py, test_config_database.py, test_llm_args.py, test_serve_num_frontends_default.py, and test_serve_sleep_mode.py. The new tests cover mapping preservation across serve helpers, launchers, router creation, OpenEngine and SMG paths, and disaggregated configuration handling. They also check selected downstream values, including connector conversion.
The new regression test file is listed in the L0 CPU test list. No manual-QA list change is reported. Coverage verdict: needs follow-up. The focused test result is author-reported, and GPU end-to-end coverage remains for CI.

Description
On the trtllm-serve configuration path, several launchers and config helpers wrote into mappings their callers still own, so passing a config dict to one of them silently changed the caller's copy. This PR makes every function on that path side-effect-free with respect to its inputs: a function that needs a changed mapping copies first (dict(...)), and a function whose caller needs the change returns (or, for a context manager, yields) the new mapping and the caller rebinds. It also binds the six launcher calls (launch_server, launch_visual_gen_server, launch_mm_encoder_server, launch_embedding_server, launch_smg_server, and the OpenEngine gRPC launcher) by keyword, so independent edits to a call site and a signature can no longer be auto-merged into a positionally misaligned call — launch_server was called with 10 positional arguments.
Part of the trtllm-serve refactor (epic TRTLLM-17056, task TRTLLM-17271). At this PR's base, the planned split of tensorrt_llm/commands/serve.py into a package has not merged (no tensorrt_llm/commands/serve_cli/ exists), so every edited site is in tensorrt_llm/commands/serve.py and its neighbors. "BREAKING: serve: default num_serve_frontends to 8 with single-frontend fallback" (#19379) merged while this change was in flight and added one more write of the same kind (_resolve_default_num_serve_frontends set num_serve_frontends in its argument); it is rewritten here the same way.
Behavior
No behavior change. Every rewritten site hands the same values downstream as before; the new tests pin both the values and the no-mutation contract. One helper intentionally keeps its semantics: _pop_bool_config_option exists to take a key out of the mapping both callers own, so removing the key is the effect they need; it is the declared exception.
returns the mapping to use; the three callers (serve, mm_embedding_serve, embeddings) rebind
_provision_kv_cache_pool (commands/serve.py)
wrote the validated KvCacheConnectorConfig back into the caller's llm_args
yields the mapping to use (Iterator[dict]); callers bind as llm_args (launch_server, the OpenEngine gRPC branch of serve, tensorrt_llm/grpc/smg/server.py)
launch_server (commands/serve.py)
popped build_config from the caller's dict; _init_multi_frontend_mode popped num_serve_frontends for it
copies llm_args first; drops num_serve_frontends from its own copy when multi-frontend mode is disabled
replaced minimal_instances inside the caller's YAML sub-mapping with a dataclass (a second call on the same mapping raised AttributeError)
copies the mapping first; the returned DisaggClusterConfig is identical, including that a cluster_uri in the mapping still wins over the cluster_uri argument
Note on the last row: open PR #20490 ("Let --disagg_cluster_uri override the config file uri") proposes to change that precedence; this PR keeps today's behavior and pins it, so that change stays a visible, deliberate one.
Keyword binding and the tests it touched
The launcher calls in serve (HTTP, SMG, OpenEngine, VisualGen), mm_embedding_serve and embeddings now pass every argument by its parameter name. Tests that read those calls by position now read keywords: tests/unittest/llmapi/test_llm_args.py (five call_args.args[2] reads become call_args.kwargs["llm_args"]), tests/unittest/llmapi/test_serve_sleep_mode.py (two), tests/unittest/llmapi/test_config_database.py (the middleware read and the VisualGen call check), tests/unittest/llmapi/test_serve_num_frontends_default.py (one, plus its direct call to the rewritten default resolver now binds the result). tests/unittest/grpc/test_grpc_optional.py's stub of the telemetry helper now returns its input mapping, matching the helper's new contract.
Scanner evidence
An AST scan of the serve config path for writes into received mappings (x[k] = …, del x[k], x.pop/update/setdefault/clear/popitem, classified by who owns the mapping):
At the base commit (16 writes into caller-owned mappings)
In the head output, every remaining row writes into a mapping the function itself copied (COPY), into its own local mapping (LOCAL), or — launch_server's build_config pop (REBOUND) — into the mapping the pool-provisioning context manager yielded to it, which is launch_server's own copy or a fresh mapping; the caller's dict is never touched. The one PARAM row is _pop_bool_config_option, the declared exception.

tests/unittest/llmapi/test_config_database.py is not registered in any test list on main yet, so CI does not run it; the local run above covers the two call reads this PR rewrites in that file (its registration in the CPU stage is a separate, pending test-list PR). The file's large parametrized test test_database_yaml_config_serve_cli fails identically on an unmodified checkout of the base commit: the test's mock fakes break inside the real launch_server (on this base TypeError: expected str, bytes or os.PathLike object, not Mock from a Mock reaching a path operation; the mock server also lacks the app attribute that launch_server passes to the middleware applier, which is where an earlier base failed). That pre-existing defect of this never-registered test is independent of this PR (verified by running the same test on the pristine base).
Failures observed during local runs that reproduce identically on the pristine base commit (and pass on solo re-runs where noted), so they are pre-existing or load flakes, not from this change: the etcd watch tests of tests/unittest/disaggregated/test_cluster_storage.py (fail under a full battery on a loaded box, pass solo, fail on pristine base too) and tests/unittest/grpc/openengine/test_frontend_lifecycle.py::test_frontend_group_cleanup[child-startup-signal] (same pattern).
Property-based equivalence check (not committed; development evidence): for the five rewritten pure functions, a Hypothesis differential against the functions as committed on the base commit (old code extracted from git and run with the live module's globals) checked that the observable outcome is identical and the inputs stay unchanged, and a mutation gate proved each property can fail:
PASS update_llm_args_with_extra_dict: differential + inputs unchanged
PASS _resolve_default_num_serve_frontends: differential + input unchanged
PASS extract_disagg_cluster_config: differential + unchanged + idempotent
PASS _apply_effective_telemetry_config: differential + input unchanged
PASS _provision_kv_cache_pool: differential + input unchanged
PASS create_router: differential + RouterConfig.args unchanged
all properties hold within the generator bounds (150 examples per target; a pass means every generated
input satisfied the property within those bounds, not a proof)
mutation gate (each planted bug must make a property fail; 120 examples per run):

GPU end-to-end coverage is left to CI: examples/serve/test_serve.py::test_config_override_precedence (A10) covers YAML < CLI < override precedence on a GPU, and the single-GPU disaggregated e2e block covers the disaggregated launch path.
Review follow-up in cb521e1dda: SMG and OpenEngine CLI tests now pin the validated connector-config handoff and caller-mapping preservation. The full no-mutation file passes 17 tests with zero skips with gRPC dependencies installed. Removing either launcher's provisioning as llm_args binding in memory makes its regression test fail. Existing URI precedence remains pinned until the separate #20490 correction lands.

…ller-owned config dicts
On the trtllm-serve config path, launchers and config helpers wrote into
mappings their callers still own: the telemetry opt-out helper, the KV
cache pool provisioning, the HTTP/encoder/embedding launchers and both
gRPC launchers edited the caller's llm_args in place, the shared merge
function popped a key out of the caller's nested telemetry_config
mapping, extract_disagg_cluster_config replaced a sub-mapping inside the
user's YAML, and create_router wrote into the RouterConfig's args dict.
A function that needs a changed mapping now copies first; one whose
caller needs the change returns (or yields) the new mapping and the
caller rebinds. _pop_bool_config_option is the one declared exception:
removing the key from the caller's mapping is the effect both callers
need.
_init_multi_frontend_mode no longer pops num_serve_frontends when
disabled; launch_server, its only enabled=False caller, drops the key
from its own copy instead.
The launcher calls in the serve, mm_embedding_serve and embeddings
subcommands now bind every argument by keyword, so independent edits to
a call site and a signature can no longer be auto-merged into a
positionally misaligned call. Tests that read those calls by position
read the keywords instead.
tests/unittest/llmapi/test_serve_cli_no_mutation.py pins, per rewritten
site, that the caller's mapping is unchanged and that the value handed
downstream is the one handed down before; registered in l0_cpu.yml.
No behavior change.

Walkthrough
Serve configuration helpers and launch paths now preserve caller-owned argument mappings in the covered cases. Regression tests check input mappings and selected values passed to launchers.
Telemetry, KV-cache, frontend-count, disaggregated-cluster, frontend-mode, and router paths use replacement mappings or read-only access instead of modifying supplied mappings.
Regression tests check mapping preservation and selected downstream values. Existing launcher assertions now inspect keyword arguments, and the new tests are included in the CPU integration list.
The merged change preserves a cluster-selection contract where an explicit CLI URI may be ignored, and its new test reinforces the wrong precedence.

Cover the SMG connector-config handoff in the launcher test.
launch_smg_server rebinds llm_args to the mapping yielded by _provision_kv_cache_pool. The validated KvCacheConnectorConfig reaches PyTorchLLM only through this rebinding. The existing SMG test passes no kv_connector_config, so it cannot detect a lost rebinding. The helper test checks only the yielded mapping, not the value that launch_smg_server passes to PyTorchLLM.
Add a connector config to the SMG test input and assert the type of the value received by PyTorchLLM:
Place the change in test_smg_launch_server_does_not_mutate_llm_args in tests/unittest/llmapi/test_serve_cli_no_mutation.py. The test keeps its existing caller-mapping check.

Addressed both provisioning-handoff coverage comments in cb521e1. The SMG launcher test now passes a connector dictionary and checks that PyTorchLLM receives a KvCacheConnectorConfig. A new OpenEngine CLI test checks the same validated handoff to launch_server and preserves the source dictionary.
All 17 tests in test_serve_cli_no_mutation.py pass with the optional gRPC dependencies present (zero skips). Removing the as llm_args binding from each actual launcher in an in-memory mutation makes its corresponding test fail. Focused and commit hooks pass.

On the trtllm-serve configuration path, several launchers and config helpers wrote into mappings their callers still own, so passing a config dict to one of them silently changed the caller's copy. This PR makes every function on that path side-effect-free with respect to its inputs: a function that needs a changed mapping copies first (
dict(...)), and a function whose caller needs the change returns (or, for a context manager, yields) the new mapping and the caller rebinds. It also binds the six launcher calls (launch_server,launch_visual_gen_server,launch_mm_encoder_server,launch_embedding_server,launch_smg_server, and the OpenEngine gRPC launcher) by keyword, so independent edits to a call site and a signature can no longer be auto-merged into a positionally misaligned call —launch_serverwas called with 10 positional arguments.Part of the trtllm-serve refactor (epic TRTLLM-17056, task TRTLLM-17271). At this PR's base, the planned split of
tensorrt_llm/commands/serve.pyinto a package has not merged (notensorrt_llm/commands/serve_cli/exists), so every edited site is intensorrt_llm/commands/serve.pyand its neighbors. "BREAKING: serve: default num_serve_frontends to 8 with single-frontend fallback" (#19379) merged while this change was in flight and added one more write of the same kind (_resolve_default_num_serve_frontendssetnum_serve_frontendsin its argument); it is rewritten here the same way.Behavior
No behavior change. Every rewritten site hands the same values downstream as before; the new tests pin both the values and the no-mutation contract. One helper intentionally keeps its semantics:
_pop_bool_config_optionexists to take a key out of the mapping both callers own, so removing the key is the effect they need; it is the declared exception. The rewritten sites

Keyword binding and the tests it touched
The launcher calls in
serve(HTTP, SMG, OpenEngine, VisualGen),mm_embedding_serveandembeddingsnow pass every argument by its parameter name. Tests that read those calls by position now read keywords:tests/unittest/llmapi/test_llm_args.py(fivecall_args.args[2]reads becomecall_args.kwargs["llm_args"]),tests/unittest/llmapi/test_serve_sleep_mode.py(two),tests/unittest/llmapi/test_config_database.py(the middleware read and the VisualGen call check),tests/unittest/llmapi/test_serve_num_frontends_default.py(one, plus its direct call to the rewritten default resolver now binds the result).tests/unittest/grpc/test_grpc_optional.py's stub of the telemetry helper now returns its input mapping, matching the helper's new contract.Scanner evidence
An AST scan of the serve config path for writes into received mappings (
x[k] = …,del x[k],x.pop/update/setdefault/clear/popitem, classified by who owns the mapping):At the base commit (16 writes into caller-owned mappings)
At this PR's head (the only write into a caller-owned mapping left is the declared exception)
In the head output, every remaining row writes into a mapping the function itself copied (
COPY), into its own local mapping (LOCAL), or —launch_server'sbuild_configpop (REBOUND) — into the mapping the pool-provisioning context manager yielded to it, which islaunch_server's own copy or a fresh mapping; the caller's dict is never touched. The onePARAMrow is_pop_bool_config_option, the declared exception.CI bookkeeping

PYTHONPATH):tests/unittest/llmapi/test_config_database.pyis not registered in any test list on main yet, so CI does not run it; the local run above covers the two call reads this PR rewrites in that file (its registration in the CPU stage is a separate, pending test-list PR). The file's large parametrized testtest_database_yaml_config_serve_clifails identically on an unmodified checkout of the base commit: the test's mock fakes break inside the reallaunch_server(on this baseTypeError: expected str, bytes or os.PathLike object, not Mockfrom a Mock reaching a path operation; the mock server also lacks theappattribute thatlaunch_serverpasses to the middleware applier, which is where an earlier base failed). That pre-existing defect of this never-registered test is independent of this PR (verified by running the same test on the pristine base).Failures observed during local runs that reproduce identically on the pristine base commit (and pass on solo re-runs where noted), so they are pre-existing or load flakes, not from this change: the etcd watch tests of
tests/unittest/disaggregated/test_cluster_storage.py(fail under a full battery on a loaded box, pass solo, fail on pristine base too) andtests/unittest/grpc/openengine/test_frontend_lifecycle.py::test_frontend_group_cleanup[child-startup-signal](same pattern).Property-based equivalence check (not committed; development evidence): for the five rewritten pure functions, a Hypothesis differential against the functions as committed on the base commit (old code extracted from git and run with the live module's globals) checked that the observable outcome is identical and the inputs stay unchanged, and a mutation gate proved each property can fail:
GPU end-to-end coverage is left to CI:
examples/serve/test_serve.py::test_config_override_precedence(A10) covers YAML < CLI < override precedence on a GPU, and the single-GPU disaggregated e2e block covers the disaggregated launch path.Review follow-up in
cb521e1dda: SMG and OpenEngine CLI tests now pin the validated connector-config handoff and caller-mapping preservation. The full no-mutation file passes 17 tests with zero skips with gRPC dependencies installed. Removing either launcher's provisioningas llm_argsbinding in memory makes its regression test fail. Existing URI precedence remains pinned until the separate #20490 correction lands.PR Checklist
