feat(status): include the default budget - #40

carrel.winlab.tw shows what each member gets and that project groups get a budget of their own. GET /status now returns quota.member and quota.project from DefaultQuota, so the page never hardcodes them. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

GET /status gains `quota.member` and `quota.project` (machines, vcpu, memory_gib, disk_gib) from `DefaultQuota`, for the budget line on carrel.winlab.tw. Defaults only: no tenant's own quota is exposed.
Test: `TestPublicStatusNamesOnlyTenantsWithAPublicDomain` asserts the member budget; `go test ./...` passes on sandbox.
