feat(firewall): add tag filtering to firewall rules table and content

Adds a tag filter to the firewall rules list (forward, input, output), next to the existing text search.

Changes

• New checkbox with all tags in use by the listed rules (alphabetical, automated included); hidden when no rule has tags.
• Selecting multiple tags matches rules that have any of them (OR); the tag filter combines with the text search (AND).
• "Clear filters" resets both the text search and the tag selection.
• Tags no longer used by any rule are dropped from the selection after reloading the rules (e.g. when switching tab).
• Drag & drop sorting is disabled when any filter is active (text or tag).
