Every NethServer 8 milestone ends with the same editorial work: release notes in English and Italian, plus the community and partner forum announcements. This PR records that process as an agent skill, so it is repeated with the same steps and conventions at every milestone, as done for milestone 8.10 in #271.
Documentation pages do not change: the PR only adds
