This adds a new page with a description of the quotas we are implementing in our hubs, for both storage and compute, and also gives some guidance on how to select the right size of server.
I've linked to the new page from existing policy pages, and also update the language in the email template to mention the quotas, and point people to the guidance.
We shouldn't merge this until 2i2c-org/infrastructure#9175 is completed and merged.
