TAN-987-fix: Remove null constraints migration

Description of changes

old users and sessions have NULL createdAt because their creation times were not recorded. V0079's NOT VALID checks skip the initial table scan, but still reject updates to those rows, including the user update at login.

Solution: Remove the checks so those updates succeed without inventing creation dates
