fix(ci): close exact-head release gates

背景

精确 SHA 全量 CI 与父仓复审暴露了七类真实发布门禁：下游兼容 facade 扩大 rustdoc 范围；workflow_dispatch 缺少 migration baseline；废弃 Full Access helper 超出 dead-code budget；官方 0.9.12 最终工具 schema 与 Pinvou r1 提示增长没有登记预算；macOS 冷启动 release build 在 sccache 异常后超过 30 分钟被基础设施取消；offline misfire 逻辑误伤一次性 Automation；搜索全后端不可用时丢失可操作的配置提示。

修改

• 修复私有 rustdoc 链接、过时默认步数说明，并将仅供宿主兼容的 facade 从生成 API 文档隐藏；
• 手动 CI 以 HEAD^ 作为 migration baseline，并增加 wiring 回归测试；
• 删除已有行为测试替代的无调用 helper，不抬高 dead-code 预算；
• 删除四处不存在的 fork-policy 章节引用；
• 精确登记 runtime contract：官方 automation/tasks 路由字段与 Agent 精简净增 187 bytes，Pinvou 写入上限和 host prompt-only profile 再净增 181 bytes；Act/Operate full 提升至 65887 bytes / 16472 tokens，同时收紧 active 与 Plan full，tool identities 不变；
• 将 npm wrapper smoke 的单 job 超时调整为 60 分钟，并以结构测试锁定到正确 job；不改变其他 CI job 的超时；
• 将 offline-misfire skip 限定为 recurring schedule；过期 FREQ=ONCE 仍精确 enqueue 一个持久化 task/run，之后暂停且不重复；
• 搜索全后端不可用时保留 backend ids 与脱敏，同时给出 keyed provider、环境变量及 Firecrawl/Bing keyless 配置路径。

本地验证

• runtime contract 55 metrics 与预算完全一致，相关预算/测量/CI/migration Python 单测 89/89；
• rustdoc -Dwarnings、migration wiring 13/13、migration checker 56/56、dead-code 420/420；
• Automation forkguard 4/4（含真实 scheduler one-shot enqueue/run）、web backend 12/12；
• active Full Access 阻断测试、cargo fmt、git diff --check、版本/发布说明引用检查通过；
• 15 个 DCO 提交；Gitleaks v8.30.1 扫描 v0.9.12..HEAD 无泄漏；
• 最终 drift：94 files，+5022/-944，净增 4078 行。

发布仍以当前 exact head 1fafee7e26b60a59457a43bce50c63aa2ad9dbaf 的 GitHub Actions 全量结果为准。
