[Bug]: Unable to Import connections from PPTB

Steps to reproduce

1. Import connections file directly from %appdata%\powerplatform toolbox
2. Receive the red error message from screenshot
3. Export from PPTB > Import that file
4. Get the warning message from screenshot

Expected behavior

Connections to be imported from one of these two methods
