Uses an explicit ParallelTestRunner suite map with two workers for ordinary CPU tests, keeps quality and inventory serial, moves full CPU qualification to Ubuntu, retains macOS smoke/full and Metal evidence, and cancels only superseded PR runs. The full local package suite passes: 1316 tests in 4m43s.
