scripts/（应用入口/主入口按惯例留根）：install.sh、start.sh、start_portable.pydocs/README.internal.md、docs/agents/**：本仓 git 实测无已跟踪文件，跳过。纯历史类文件：根目录无已跟踪一次性审计/评估文档，跳过。
引用同步（仅路径引用，不动逻辑）
.gitignore：新增/local/；移除已失效的docs/SECURITY.md忽略行（该路径现已入库）.dockerignore：docs→docs/**并加!docs/THIRD_PARTY_NOTICES.md，保证 OFL 许可文本仍随镜像分发docker-smoke.yml：镜像内校验路径改docs/THIRD_PARTY_NOTICES.mdci.yml：0.0.0.0 监听扫描范围同步到新脚本路径layout-rules.yaml：root_allowlist 移除已迁走条目CODEOWNERS：SECURITY*.md→docs/install.sh/start.sh：用户指引 echo 同步新路径assemble_release_staging.ps1/build_portable_bundle.ps1：源路径更新，包内平铺布局与壳启动契约不变tests/test_packaging_manifest.py：白名单按叶名比对、docker 上下文模拟同步新路径不变项
验证
tests/test_packaging_manifest.py25/25 通过只开 PR 不合并。
