Run with all python versions 3.10+ using `hatch test -a`. But hatch no longer supports Python 3.9, so keep running that one with `uv run --python 3.9 pytest`. That point will be moot once #323 is merged, but leaving the comment here anyway.

Python 3.9 is no longer getting updated, and in particular we cannot get the safe ca-cert list for it. Let's drop it.
