docs: sync release metadata for v2.24.1 - #799

Conversation
The release workflow could not create the metadata branch for v2.24.1 (it was cut from #794 while main had already moved on). Materialize the published 2.24.1 notes as the [2.24.1] section (#792's CI entry and #794's Security entry, exactly as released) and set the chart to 2.24.1; [Unreleased] keeps the entries merged since (#795, #796, #797).

Summary
[2.24.1]: exactly the published v2.24.1 notes (ci: the release PR scope check accepts metadata without an observability version example #792 CI, ci: run and publish OpenSSF Scorecard, least-privilege badge workflows #794 Security);[Unreleased]: perf: a detected_level filter before json reads the stored level fields, matching Loki #795, ci: skip the daily performance run when nothing it measures changed #796 (with ci: the daily performance run reports regressions, improvements and a ratchet #798), docs: performance rules for contributors #797Merge this before anything else; then the next release is cut for the entries under
[Unreleased].
