Non-creative edits should be allowed to SGA Space bookings by users when past advance notice

Currently, when an existing SGA Space is past the advance notice requirement, it cannot be edited at all.

The preferred behavior would be that non-creative edits, such as making the start time later, the end time earlier, changing the name, or cancelling the booking outright would be allowed even beyond advance notice times, and that only actions that would lengthen the booking (making the start time earlier or the end time later) would be prohibited (unless the original end time is still outside the bounds of advance notice).
