feat(tenant): let failtoban ignore shared gateway addresses - #82

Users behind one VPN or NAT gateway share its address, so failtoban's per-address ban locked all of them out after one user's failures (seen on dgx02 through WARP). modules.tenant.sshpiper.failtoban_ignore passes --ignore-ip to the plugin. Follow-up to #80/#81 found in the dgx02 pilot: clients that reach the shared port through WARP all arrive from one address (172.16.229.33), so failtoban banned every WARP user after a few failed logins by one person.
