Enable full minification for the web library bundle

Vite’s ES-library output compresses and mangles code while retaining formatting and region comments. Enable full Oxc output minification, including compact code generation, for the web library bundle.

JavaScript decreases from 42,811 to 34,073 bytes (20.4%), and deterministic gzip decreases from 11,719 to 10,458 bytes (10.8%). This PR changes only the Vite output configuration.
