[3.0] Populates SMF\Config::$modSettings with default values in unit tests - #9791

Since SMF\Db\Schema\v3_0\Settings::$initial_data gives us the default values for the SMF\Config::$modSettings array, we can populate it during unit tests without needing a database connection. Signed-off-by: Jon Stovell <jonstovell@gmail.com>
