lingering telemetry #37

If a while goes by and we've had telemetry 'added' but it hasn't yet made it out and we haven't seen any more in a while, we should send it out anyway. 'A while' here is maybe a half second?

A flag to disable this?
Only do this if there are ONLY precomposed lines?

It's a compatibility thing...
