fix(openai-base): finish a Responses max_output_tokens cutoff with finishReason length instead of RUN_ERROR - #1929
A Responses stream that hits max_output_tokens ends with response.incomplete. In OpenAIBaseResponsesTextAdapter.chatStream that event shares a terminal branch with response.failed and always became RUN_ERROR, without the response's usage. So the run ended in onError right after the partial text, onUsage never fired for tokens the provider billed, and finishReason: 'length' never appeared. The incomplete_details.reason mapping only existed in the response.completed branch, which a capped response never reaches; the Chat Completions adapter already reports the same cutoff as RUN_FINISHED with usage.
The change follows the patch proposed in the issue thread by aron-intframe. After the existing lifecycle close (reasoning, web-search flush, TEXT_MESSAGE_END), a response.incomplete whose incomplete_details.reason is max_output_tokens or content_filter now ends with RUN_FINISHED carrying the usage and finishReason'length' / 'content_filter'. response.failed, and an incomplete response with a missing or other reason, still end in RUN_ERROR.
Tests:
Unit (responses-text.test.ts): new cases for max_output_tokens (finishReason length, usage mapped) and content_filter; the two tests that pinned the old behaviour now assert RUN_FINISHED after the web-search flush and use an unrecognised reason for the RUN_ERROR case. The new unit cases and the updated web-search case fail without the source change.
E2E (testing/e2e/tests/responses-incomplete.spec.ts): aimock reports a capped response as response.completed, so the spec serves a real response.incomplete event from a local SSE server and checks RUN_FINISHED with usage and onFinish with finishReason: 'length' through chat() and the middleware hooks.
Not covered: @tanstack/ai-openrouter overrides processStreamChunks with its own copy of this branch, so it still returns RUN_ERROR for this case, and a cutoff in the middle of a tool call is not routed through the response.completed tool-call path.

Summary by CodeRabbit
Bug Fixes
Responses that end because of an output-token limit or content filtering now complete successfully, with the appropriate finish reason and usage information when available.
Incomplete responses with other or missing reasons, and failed responses, continue to be reported as errors.
Web-search tool events are now reported before the completed run when a response reaches its output-token limit.
The Responses adapter now treats incomplete events with max_output_tokens or content_filter as finished runs, maps their finish reasons, and includes usage when available. Other incomplete reasons and response.failed still produce errors. Unit and end-to-end tests cover these outcomes.

Summary
Map incomplete events to finish outcomes packages/openai-base/src/adapters/responses-text.ts, packages/openai-base/tests/responses-text.test.ts, .changeset/responses-incomplete-finish-reason.md
The adapter emits RUN_FINISHED for max_output_tokens and content_filter, maps their finish reasons, and includes available usage. Tests check these outcomes, completed tool events, and error handling for an unknown reason.
Exercise handling through the E2E route testing/e2e/src/routes/api.responses-incomplete.ts, testing/e2e/src/routeTree.gen.ts, testing/e2e/tests/responses-incomplete.spec.ts
The new route captures terminal chunks, middleware hooks, and usage. The E2E test serves an incomplete Responses stream and checks the finished outcome and mapped usage.
TanStack/ai#1902: Both changes map provider-reported output truncation to a finished run with finishReason: 'length', in different adapters.

Explanation
Issue #1916 requires recognized response.incomplete reasons to finish the run with usage and mapped finish reasons. The adapter now maps max_output_tokens to length and content_filter to content_filter, emits RUN_FINISHED, and maps response usage. The adapter keeps response.failed and unknown incomplete reasons on the error path. Unit tests cover both recognized reasons, usage, web-search event ordering, and an unknown reason. The E2E test covers a real response.incomplete SSE event and verifies RUN_FINISHED, usage, onFinish:length, and no error.

Recover terminal-only text before finishing an incomplete response.
If a capped response has text in response.output but sends no text deltas, this branch emits RUN_FINISHED without the answer. The response.completed branch already recovers text from that same field. Apply that fallback before closing the text message and emitting RUN_FINISHED. Add a no-delta incomplete-response case to the tests. (raw.githubusercontent.com)
