Prepare the v0.2.9 changelog from v0.2.8 through master at ee4d3eb, covering built-in jq projection, personal-token and environment login, batch gateway permission applications, file/stdin request bodies, documentation improvements, JSON number precision, and shell quoting fixes. Synchronize latest.json and the npm package version to v0.2.9.

Keep this PR in draft: AIDev #21 is still open. The changelog records the requirement to wait for that merge, add its release notes, and rerun verification before finalizing the release date and tag. No release or npm publication has been performed.

Validation passed:

• make fmt (the unrelated formatter change was restored to preserve the three-file scope).
• make build VERSION=0.2.9 and binary version verification.
• make lint: 0 issues.
• make test: all 25 Ginkgo suites passed.
• npm pack --dry-run --ignore-scripts --json: package version 0.2.9 and expected scripts.
• Release metadata assertions: matching versions, all nine referenced release entries, preserved historical changelog, AIDev prerequisite, three-file diff, and clean worktree.
• npm install/run script syntax checks and git diff --check.

The Robert heartbeat wrapper encountered a transient database lock during build/lint supervision. Both repository commands were subsequently run directly and passed.

1. AIDev 合入情况已核实：feat(aidev): add AIDev system integration #21 和后续修复 fix(aidev): correct request examples and require DELETE bodies #47 均已合并。发布分支已同步 master 801887f，v0.2.9 草稿补充了 63 个 API action、upload_file、网关名称兼容、DELETE 请求体及示例修复，并移除了等待 AIDev 合入的旧前置条件。PR 原描述中的该前置条件已过时，以本次更新为准。
2. v0.2.8 的缺失项是仓库 CHANGELOG.md；GitHub 已有该版本发布说明。已依据已有发布说明及版本提交范围补齐 2026-09-01 条目，覆盖 doctor、内置 skills、PaaS 扩展、默认模块参数、无效命令处理和 Logo/README 更新，保留 v0.2.7 及更早记录。

验证：make build VERSION=0.2.9、make lint（0 issues）、make test（26 suites / 767 specs，全部通过）。另已核对新二进制的 64 个 AIDev 命令、版本元数据一致性、历史记录保留及 git diff --check。相对 master，PR 仍只修改 CHANGELOG.md、latest.json、npm/package.json。

本次监督器曾遇到数据库锁，build/lint 已直接重跑并通过，测试监督器运行成功。v0.2.9 保持 Unreleased；未创建 tag、发布 GitHub Release 或发布 npm 包。
