Supersedes Dependabot #1090, whose rewrite dropped the PyPy environment markers and wrote pydantic[email]==, which the release toolchain allowlist rejects (test_the_committed_publication_lockfile_passes_the_allowlist). #1088 recompiled every other lock with uv 0.13.1; this is the seal lock's turn. Only release-seal.txt is recompiled; markers are preserved (3) and no extras-qualified pin appears. Moves cryptography 50.0.2, pydantic 2.14.1 / pydantic-core 2.50.1, pyjwt 2.15.1, tuf 7.0.1, urllib3 2.8.0 and the rest of the seal closure.
