Bump the workspace version group, write CHANGELOG/RELEASES, and track leftover publish scripts plus Copilot agent defs. Closes the idle-period hygiene: h2 advisory, green CI, Dependabot majors. release-plz's empty v0.2.1 PR did not change Cargo.toml; this one does.

Why
release-plz opened empty `v0.2.1` PRs (#267–#271) that did not bump `workspace.package.version` (still 0.2.0). Merging those would publish nothing.
This is the real 0.2.1: version group bump, changelog, leftover files.
What
Ships the idle-period work already on main: h2 0.4.16 (RUSTSEC-2026-0258), CI lint, Dependabot majors, MCP README.
After merge
release-plz `release` job should tag `v0.2.1`, GitHub Release, and publish the version group to crates.io (`CARGO_REGISTRY_TOKEN`).
